This conference is jointly sponsored by the China Association of People’s Diplomacy and the China Society for Industrial Cooperation and Economics. It is organized by the China-EU Carbon Neutral Office, the International Economic and Technical Cooperation Center of the Ministry of Industry and Information Technology, and the People’s Government of Taicang. The conference implements and implements the consensus of the China-EU leaders on building a green partnership and a digital partnership, with the theme of “Green and Digital Synergistic Transformation and China’s Practice”. It promotes dialogue and exchange of ideas through the “offline + online” format, advances the implementation and exchange of China-EU carbon neutral pilot projects, and jointly promotes the green and low-carbon transformation of the global industry and promotes higher-level friendly cooperation between China and the EU. Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference Liang Zhenying, China’s Special Envoy on Climate Change and former Deputy Director of the National Development and Reform Commission, Xie Zhenhua, political figures from European countries such as France, Germany, Spain, Ireland, and international organizations such as the European Union, the Paris Climate Conference, and leaders from Jiangsu Province and the Ministry of Industry and Information Technology, among others, attended the conference and delivered keynote speeches, analyzing and looking forward to China and the EU achieving their goals and paths for carbon peak, carbon neutrality, digitalization, and green development.

At the signing and award ceremony of the China-Europe Carbon Neutrality and Innovation Cooperation Demonstration Project, the “Tong’an Agricultural Light-Tourism-Three Industries Integration Park” project submitted by China Electric Power stood out from more than 80 declaration projects collected nationwide by the Ministry of Industry and Information Technology and became one of the 28 demonstration projects. China Electric Power signed the “China-Europe Carbon Neutrality and Innovation Cooperation Demonstration Project Cultivation Agreement” with the China-Europe Carbon Neutrality Office and joined the Green Future Initiative launched by the conference with various participating units.

It is understood that the “China-Europe Carbon Neutrality and Innovation Cooperation Demonstration Project” is an important carrier for promoting practical cooperation between China and Europe in the fields of green low-carbon policies, technologies, and industries. Targeting key cities, regions, and industries worldwide, the project was organized to collect and select projects, and the next step will focus on building a common international cooperation partner network, jointly constructing and sharing green and digital infrastructure, researching the important role that the community should play in the green and digital transformation, young people should be important participants and leaders of sustainable development, and reviewing the common challenges of global climate change, exploring cooperation opportunities for sustainable development, and creating a sustainable green future.

The Tongan Agricultural-Tourism-Photovoltaic Integration Industrial Park is located in Tongan District, Xiamen City. It drives the high-quality integration of green industry through “photovoltaic+”, realizing “triple use of land, two-way water conservation, and three harvests in one season”. The project is highly valued by the Fujian Provincial Government and the Xiamen Municipal Government, and has been included in Xiamen’s rural revitalization demonstration project and Xiamen’s elementary and middle school agricultural science popularization research base. It is a popular destination for green industry development in the local area.

The industrial park has built 26 new intelligent greenhouse photovoltaic greenhouses, generating electricity on top, planting vegetables below, and raising fish below that. By reasonably designing the layout and utilizing the space outside the greenhouses, fruit gardens, herb gardens, floral arts, etc. have been planted, offering research and study experiences and leisure sightseeing.

The industrial park has built 26 new smart greenhouse photovoltaic greenhouses. On top, it generates electricity, below that it grows vegetables, and below that, it raises fish. Through reasonable design and layout, and by utilizing the space outside the greenhouse, it has incorporated orchards, herb gardens, floral art installations, and other features, and it offers research and learning experiences and leisure sightseeing opportunities. The photovoltaic components on the roof provide clean energy and also meet the conditions for modern facility agriculture. At the same time, it connects with the national “One Belt, One Road” initiative and introduces the European “Fish-and-Vegetable Synergistic Culture” three-dimensional circular wisdom cultivation technology. The waste and leftovers generated during the fish cultivation process are transformed into nutrients needed for vegetable growth through precipitation, filtration, and beneficial microorganisms, turning waste into treasure. The water used for fish cultivation is purified by the plant roots and then re-injected into the fish pond, achieving a circular utilization of water resources. This intelligent cultivation method can achieve “five zeros”: zero emissions, zero pollution, zero heavy metals, zero agricultural residuals, and zero antibiotics, and it can greatly improve the quality and yield of vegetables and provide Xiamen citizens with green and healthy agricultural products. According to preliminary calculations, the photovoltaic greenhouse can generate about 12.88 million kilowatt hours of electricity per year, and the vegetable and fruit output is about 4.2 million pounds, and the fish and shrimp output is about 5 million pounds. Compared to a coal-fired power plant of the same capacity, it can reduce carbon dioxide emissions by about 12,200 tons per year, sulfur dioxide by 347.94 tons, and nitrogen oxides by about 173.97 tons.
